“INCLUSIVE – Complex actions to improve the quality of life, increase social cohesion and economic development for the population of CHEȚANI”

 

The INCLUSIVE project proposes a complex and integrated intervention in the commune of Chețani, a commune consisting of Chețani, Hădăreni, Grindeni, Coasta Grindului, Cordoș, Giurgiș and Linț villages. Chețani commune is an integral part of the territory of the Poartă Apusenilor Local Action Group (the territory of Poarta Apusenilor LAG includes 9 communes from Cluj County and one commune from Mureș County).

Chețani is located in Mureș County, on the right bank of the Mureș river, 7 km from Luduș and 50 km from Tg. Mureș. The population of the commune is 2,665 inhabitants. The majority of the inhabitants are Romanian (81.16%), while the main minorities are Hungarians (13.02%) and Roma (3.68%). For 2.1% of the population ethnicity is not known.
The problems faced by the population of Chețani are those identified and provided in the Local Development Strategy of the Poarta Apusenilor LAG and are the basis of the proposed intervention through the INCLUSIVE project.

Thus, the most important issues are:

  • the need for social services for the population at risk of social exclusion,
  • problems regarding the integration of the Roma minority in the labor market,
  • low standard of living due to low income of the population,
  • low level of ICT use,
  • the process of population aging and migration to the urban areas,
  • lack of coherent training programs available,
  • lack of social centers and equipment necessary for the provision of socio-medical services,
  • lack of non-agricultural economic activities.

The INCLUSIVE project is addressing those issues, targeting 250 vulnerable people from Chețani commune.

The total budget: of the project is RON 4,688,436.26, of which the value of the eligible co-financing of the partnership is RON 41,206.97. The project is being implemented in Chețani commune, Mureș county, for a period of 34 months, between March 2021 and December 2023.

The project is funded under the Human Capital Operational Program 2014 – 2020, Priority Axis 5 – Community Lead Local Development, Investment priority 9.vi Community Lead Local development strategies, call for projects POCU/827/5/2/Reducing the number of marginalized communities at risk of poverty and social exclusion in rural areas and cities with a population of up to 20,000 inhabitants by implementing integrated measures / operations in the context of the CLLD mechanism.

Objectives

The general objective of the project is to reduce the number of people at risk of poverty or social exclusion and improve the quality of life, increase social cohesion, improve the living environment and economic growth in the commune of Chețani for 250 beneficiaries.

The specific objectives of the project are the following:

Objective 1: Increase access to social, medical and socio-medical services for 250 people in response to their social needs, as well as their special, individual, family or group needs, in order to overcome difficult situations, to prevent and combating the risk of social exclusion, promoting social inclusion and increasing the quality of life in Cheţani commune.

Objective 2: Increasing the chances of access to an active-integrated labor market for 125 people from Chețani commune at risk of poverty and social exclusion;

Objective 3: Improving the perception and increasing the acceptance of members of the Roma community, other disadvantaged groups and / or marginalized by the majority population, residents of Cheţani commune.

In order to respond to the needs identified in the Poarta Apusenilor LAG Local Development Strategy, the project is structured in three components and is based on an integrated approach of the service package for the target group proposed in the project, respectively: (1) Social services, socio-medical services, medical services and housing; (2) Employment and entrepreneurship and (3) Anti-discrimination campaign.

Activities

Activity 1: Project management;

Activity 2: Information and publicity of the project;

Activity 3: Delivery of a complex package of socio-medical measures in the Multifunctional Social Center;

Activity 4: Package of active and complex measures for employment in the labor market and the development of local entrepreneurship;

Activity 5: Support to improve the living environment and reduce the danger posed by poor housing;

ACTIVITY 6 Measures and actions to promote multiculturalism, volunteering, equal opportunities and non-discrimination in the community.
